No. Blizzard has explicitly said WoW Forever will not have flying mounts. Ground travel remains part of how players experience the scale, danger, routes and social friction of original Azeroth.

That decision fits the broader level-60 design and the idea that the world itself should remain the main character. It also makes zone geography more important for the 1–60 leveling journey.

Does WoW Forever have level scaling?

No. Blizzard also says Forever will have no level scaling. Areas can keep meaningful level ranges rather than automatically adjusting every enemy and quest to match the player’s current level.

For example, Blizzard has already described Zephras Isle as an early Skyborne starting experience and Riverglades as covering much of the mid-30s through mid-40s. Those ranges matter more in a world without universal scaling.

Why do these two rules matter together?

No flying and no level scaling reinforce each other. When players must travel through the world on the ground and zones keep real level ranges, geography becomes part of progression rather than a background texture.

Routes, dangerous shortcuts, faction movement, dungeon entrances and nearby quest hubs can all matter more. That creates room for new content to feel attached to Azeroth rather than isolated behind a menu.

The new zones overview shows how Blizzard is using new and reimagined regions inside that structure.

Does no flying mean travel will be identical to 2004 WoW?

Not necessarily. Blizzard has announced the high-level rule, not a promise that every travel system, flight path or movement detail is frozen to a specific historical patch.

Beta will reveal practical details such as new flight paths, route changes, quest travel, mount availability and how new regions connect to existing maps. Those details should be documented from the Forever build rather than assumed from another Classic version.

How does this affect dungeon and raid preparation?

Travel matters when groups need to reach entrances, gather quests, repair, trade or move between regions. Without flying, knowledge of the world can remain useful even at level 60.

The dungeon directory will add verified entrance routes during beta, while the raid hub will track any travel or access requirements for Barrow Deeps and Hyjal Summit.

Is this part of the Classic Plus philosophy?

It is one reason players connect Forever with the community’s long-running “Classic Plus” idea. The game keeps several original-world constraints while adding new content and systems rather than simply reproducing an old patch.
