What is the Barrow Deeps raid?

Barrow Deeps is a new maximum-level 10-player raid planned for World of Warcraft: Forever. It is part of the first raid wave alongside Hyjal Summit and gives smaller raid groups a new level-60 challenge after launch.

How many players is Barrow Deeps designed for?

Blizzard’s panel recap describes Barrow Deeps as a 10-player raid. That is the confirmed format before release, but the reveal does not publish every lockout, difficulty or scaling rule.
